Lisa Phelps is a judge of the Maryland First District Court. She was appointed by Gov. Larry Hogan (R) to fill a vacancy on September 12, 2016.[1]
Biography
Phelps earned her J.D. from the University of Baltimore School of Law. She was an assistant state's attorney for the Baltimore City State's Attorney Office from 2001 until July 2016. Phelps resigned from her position after raising concerns about prosecutions of police officers in the aftermath of the Freddie Gray case.[1]
