2014
Brown's website highlighted the following campaign themes:[7]
Jobs and the Economy
- Excerpt: "Policies out of Washington are adversely affecting our job rate, so we need to advance business-friendly policies that will allow us promote job creation, despite Washington."
Government Spending
- Excerpt: "Government should fund the fundamentals, with legislators being wise stewards of your hard-earned tax dollars. We hear about reckless spending coming out of Washington every day; it’s encouraging to see spending on the state level that is balanced, just like how Hoosier families and businesses operate."
Family Values
- Excerpt: "I believe the state can support families through positive changes to the tax code and voluntary pre-K education options that empower parents to decide what’s best for their own children.... I believe science has undeniably shown us that human life begins at fertilization and is deserving of our protection.... I support marriage as a union between one man and one woman. I believe the future of marriage in Indiana should be decided by voters, not unelected judges, activists or big business."
Health Care
- Excerpt: "Obamacare is costing jobs, hurting families and stifling business growth. A one-size-fits-all health care mandate should not come from Washington. States need the freedom to make health care decisions that are best for their residents."
Education
- Excerpt: "I believe decision-making authority needs to be in the hands of parents, teachers, local school boards and the state. This means we need to stay untangled from the federal mandates of Common Core and oppose standards that do nothing to raise academic outcomes."
2nd Amendment
- Excerpt: "The freedom to keep and bear arms, as provided in our U.S. Constitution’s 2nd Amendment, must be protected. I am a strong supporter of gun rights, and I believe a state’s gun laws should not encroach on our national freedom."
Taxes
- Excerpt: "Washington’s tax policies are too high and stifle job growth nationally, but with the right tax climate here in Indiana, we can compete globally."
Energy
- Excerpt: "Currently, we import more energy than we export. The state legislature must act within its bounds to promote safe energy development in Indiana."
Transportation
- Excerpt: "Good government uses taxpayer dollars wisely and funds the fundamentals – and I believe good roads and responsible transportation infrastructure projects are worthy of our investment. Tax revenues must be applied fairly so that Northeast Indiana benefits, as does the rest of the state."

Scorecards
A scorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.
Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
