Biography

Joyner was born in Wadesboro, North Carolina. She attended public schools and graduated from West Ansonville High School. After high school, she earned a B.A. in English education from North Carolina A&T State University, Greensboro, and went on to teach high school English in the Greensboro and Durham county public schools. In 1978, she left teaching to pursue a J.D. from the University of North Carolina School of Law.

For Joyner, law school lead her to a career in public service. She served as an assistant appellate defender for two years, and became a staff attorney for the public staff of the North Carolina Utilities Commission in 1983.
