Four seats on the Los Banos Unified School District Board of Education were up for general election on November 4, 2014. The seats from Trustee Areas 1, 3, 5 and 7 were up for election.[1]

Trustee Area 1 Incumbent Dennis A. Areias defeated challenger Fredrick D. Todd. The Trustee Area 3 race featured incumbent Andree A. Soares who lost to challenger Marlene Smith. As the only one to file for the seat, candidate Anthony J. Parreira ran unopposed and won the Trustee Area 5 election. In Trustee Area 7, incumbent John Anthony Mueller won re-election against challenger Ruben Santos.[2]

Los Banos Unified School District is located in Merced County, California. The county seat is Merced. Merced County was home to 263,228 residents in 2013, according to the United States Census Bureau.[3] In the 2011-2012 school year, Los Banos Unified School District was the 176th-largest school district by enrollment in California and served 9,515 students.[4]

Demographics

Merced County underperformed compared to the rest of California in terms of higher education achievement in 2012. The United States Census Bureau found that 12.5 percent of Merced County residents aged 25 years and older had attained a bachelor's degree compared to 30.5 for California as a whole. The median household income for Merced County was $43,565 compared to $61,400 for the entire state. The percentage of people below poverty level for Merced County was 24.6 percent compared to 15.3 percent statewide.[3]

Voter and candidate information

The Los Banos Unified School District Board of Education consists of seven members elected to four-year terms by specific geographic districts. There was no primary election, and the general election was held on November 4, 2014. The seats from Trustee Areas 1, 3, 5 and 7 were up for election in 2014, and the seats from Trustee Areas 2, 4 and 6 will be up for election in 2016.[1][7]

School board candidates had to file with their county elections department during the candidate filing period. The filing period began July 14, 2014, and ended August 8, 2014. To vote in the 2014 general election, voters had to register by October 20, 2014. Voters could request vote-by-mail ballots from October 6, 2014, through October 28, 2014.[8]

Campaign finance

Candidates had to file contribution reports within 24 hours of receiving an aggregate total of $1,000 or more from a single source. The first scheduled pre-election report filing deadline was October 6, 2014. If candidates raised or spent less than $1,000 during the 2013 and 2014 calendar years, they had to file Form 470 at that time. If candidates raised or spent more during that time, they had to file Form 460 by the pre-election report filing deadline.[10]

Candidates required to file Form 460 also had to file a second pre-election report on October 23, 2014, and they had to file termination reports by December 31, 2014. If a termination report was not filed, candidates had to file a semi-annual report by February 2, 2015.[10]

Candidates share ideas at Community Candidates Night

Candidates running for seats on the Los Banos Unified School District Board of Education met on September 30, 2014, to discuss issues facing the district at the Community Candidates Night hosted by the Los Banos Enterprise and the Merced County League of Women Voters. Trustee Area 5 candidate Anthony J. Parreira did not attend as he was running unopposed. Trustee Area 1 candidate Fredrick D. Todd also did not attend due to a scheduling conflict.

Each candidate in attendance mentioned building a new junior high school when asked what they thought were the top three issues facing the district. Trustee Area 1 incumbent Dennis A. Areias, Trustee Area 3 incumbent Andree A. Soares and Trustee Area 7 incumbent John Anthony Mueller said the board had considered putting a bond measure before voters in order to raise the money for the new school but had decided not to do so yet. Areias believed the district could earmark the needed funds for construction within the general fund budget, as the district could still use those funds for emergencies if the need arose.

Another top issue in the district for candidates was term limits. Trustee Area 3 candidate Marlene Smith thought term limits should be imposed on the board so newcomers could bring fresh ideas and energy to the district. Soares, Smith's opponent, did not oppose term limits but believed staggering trustee elections was more important. She thought it would be hard to implement long-term changes if the board was continually changing.

Mueller spoke on the issue of teacher recruitment. He believed maintaining the district's high pay rate for teachers was essential in keeping good teachers. His opponent Ruben Santos also talked about teacher recruitment. He questioned the district's policy of recruiting from as far away as Oregon. He though the district should focus on bringing in teachers from nearby universities, where many of the district's students will end up going to college.[14]
