Louisa Terrell is an attorney with public policy and legislative experience in the U.S. Senate and White House. In November 2020, President Joe Biden (D) announced Terrell would be the director of legislative affairs in his administration.[1] On July 14, 2023, the Biden administration announced Terrell would be resigning from her position as legislative affairs director at the end of the month.[2][3]
She was the executive director of the Biden Foundation from 2017 to 2019.
Biography
Terrell received a B.A. from Tufts University in 1991 and J.D. from Boston College Law School in 1995.[4]
She worked as an assistant attorney general in Massachusetts before spending seven years working on Capitol Hill as deputy chief of staff for then-Sen. Joe Biden (D-Del.). Terrell briefly left government service, working for Yahoo! Inc. as a senior director for federal policy and strategy in 2008. She was also an advisor on the Obama 2008 presidential campaign.[4]
From 2009 to 2011, she worked as a special assistant to the president on legislative affairs in the Obama administration. She then worked at Facebook as a public policy director from 2011 to 2013. She returned to the U.S. Senate as chief of staff for Sen. Cory Booker (D-N.J.) from 2013 to 2014 before joining the Federal Communications Commission as a counselor to Chairman Tom Wheeler.[4]
Terrell was the executive director of the Biden Foundation from 2017 to 2019. She worked as deputy general counsel at McKinsey & Company before joining the Biden administration.[4]
