Six ballot measures were certified to appear on the Louisiana ballot on November 8, 2016. Three of the measures were approved and three of the measures were defeated.

HIGHLIGHTS
  • Amendment 1 addressed the qualifications for each Parish's Registrar of Voters.
  • Amendment 2 addressed college boards and their ability to set tuition.
  • Amendment 3, Amendment 4, and Amendment 5 all addressed issues relating to taxes, and Amendment 6 addressed setting aside funds for future budget deficits.
  • As of 2016, Louisiana did not allow any form of citizen-initiated ballot measures, so all ballot measures must be referred by the legislature. The state legislative session ran from March 14 through June 6, 2016, during which time the Louisiana Legislature was able to place legislatively referred constitutional amendments on the ballot. The legislature can put a proposed amendment on the ballot upon a two-thirds majority vote in both of the legislative chambers. Constitutional amendments must be approved by a majority of the electorate. Amendments can be proposed that affect only parts of the state. In cases when an amendment affects five or fewer parishes, it must be approved by a majority of voters statewide, as well as a majority of voters in the affected parishes.

    • Between 1996 and 2016, 160 measures appeared on the ballot in Louisiana.
    • From 1996 through 2016, there was an average of about eleven measures on the ballot in even-numbered years and an average of nine measures in odd-numbered years.
    • Between 1996 and 2016, 115 of 160 measures, or 72 percent, were approved and 45 of 160 measures, or 28 percent, were defeated.
