The Louisiana Ad Valorem Tax Amendment, also known as Amendment 31, was on the ballot in Louisiana on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. It proposed that fire protection districts located in the same parish as the state capitol may levy a 5 mill tax upon the calling of an election.[1]
