The Louisiana Authorization by Local Governments to Donate Revenue Amendment, also known as Amendment 4, was on the ballot in Louisiana on November 7, 2000, as a legislatively referred constitutional amendment. It was defeated. This measure proposed to allow local governments to donate funds to individuals or corporations that would locate or expand job-creating industry in the locality and hire local workers.[1][2][3]

The question on the ballot:

To authorize local governments to loan, pledge, or donate certain revenues dedicated to economic or industrial development to persons, associations, or corporations which agree to locate or expand industrial operations in the area and agree to hire a certain minimum number of local residents. (Act 152/HB 9, 2000 1st Extra Session)[4][5]
