The Louisiana Biennial Budget CyclevAmendment, also known as Amendment 3, was on the ballot in Louisiana on October 23, 1999, as a legislatively referred constitutional amendment. It was defeated. This measure proposed that the state could opt to develop a budget on a biennial rather than an annual basis.[1][2]
