The Louisiana Bond Commission Amendment, also known as Amendment 3, was on the ballot in Louisiana on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. This measure proposed the creation of a single agency to oversee all bond issuance and payment by the state or any of its agencies.[1]
