The Louisiana Capital Investment Projects Property Tax Exemption Amendment was not on the ballot in Louisiana as a legislatively referred constitutional amendment on November 3, 2020.

This amendment would have authorized standard, local, and executive property tax exemptions for capital investment projects and would have required laws passed to administer exemptions receive a two-thirds (66.67%) vote in both chambers of the state legislature.[1]

Do you support an amendment to authorize property tax exemptions for capital investment projects, to provide for the approval, terms, and amounts of the exemptions, and to authorize the legislature to provide for the administration of the exemptions by law? (Amends Article VII, Section 21(F)[2]

In Louisiana, a two-thirds vote is needed in each chamber of the Louisiana State Legislature to refer a constitutional amendment to the ballot for voter consideration.

Rep. Barry Ivey (R) introduced the constitutional amendment as House Bill 36 on June 5, 2020. On June 17, 2020, the Louisiana House of Representatives approved the constitutional amendment in a vote of 93-0 with 11 representatives absent or not voting and one vacancy. HB 36 did not receive a vote by the state Senate before the special session adjourned on June 30.[3]
