The Louisiana Changes to Legislative Sessions Amendment, also known as Amendment 1, was on the ballot in Louisiana on October 23, 1999, as a legislatively referred constitutional amendment. It was defeated. This measure proposed a number of changes to the legislative sessions. It proposed that non-fiscal bills could be introduced in the fiscal-only sessions. In addition, it proposed that fiscal-only sessions should be lengthened.[1][2]
