The Louisiana Creation of State Lottery Amendment, also known as Amendment 4, was on the ballot in Louisiana on October 6, 1990, as a legislatively referred constitutional amendment. It was approved. This measure proposed the creation of a state lottery. It stated that the funds raised from the lottery could be used by the legislature for any purpose.[1]
