The Louisiana Downtown Residential Property, Amendment 16 was on the ballot in Louisiana on October 3, 1998, as a legislatively referred constitutional amendment. It was defeated. The amendment would have allowed owners of downtown properties who renovated them as residences to claim a third extension on their property tax assessment freezes. Had the amendment passed, the absolute maximum for the tax break would have been 15 years.[1]
