The Louisiana First Offender Pardon Amendment, also known as Amendment 18, was on the ballot in Louisiana on November 5, 1968, as a legislatively referred constitutional amendment. It was approved. It proposed that a first offender be eligible for pardon immediately upon sentence completion without needing a written recommendation.[1]
