The Louisiana Higher Education Fund Amendment, also known as Amendment 4, was on the ballot in Louisiana on October 19, 1991, as a legislatively referred constitutional amendment. It was approved. This measure proposed the creation of a new fund to increase grants for higher education.[1][2]
