Louisiana House Concurrent Resolution 39, a resolution calling for a committee to meet about reducing the number of signatures required for recall campaigns, was introduced by Rep. Paul Hollis (R-104) on April 13, 2015. It was approved in the Louisiana House of Representatives on May 6, 2015. In the Louisiana State Senate, the bill was approved on May 28, 2015. This sort of resolution is not signed by the governor. Instead, the president of the senate signed the resolution.[1]

HCR 39 was a resolution calling on government affairs committees of both branches of the legislature to meet about and advise the legislature about reducing the number of signatures required to trigger a recall election. The committees' findings were to be considered by the legislature during the 2016 regular session.[1]

Text of resolution

The conclusion of the resolution is below:[1]

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby authorize and request the House Committee on House and Governmental Affairs and the Senate Committee on Senate and Governmental Affairs to meet and function as a joint committee to study and make recommendations with respect to the advisability of reducing the number of signatures required to have a recall election.

BE IT FURTHER RESOLVED that the joint committee shall report its findings and recommendations to the legislature not later than sixty days prior to the convening of the 2016 Regular Session of the Legislature of Louisiana.[2]
