The Louisiana Lignite Tax Amendment, also known as Amendment 13, was on the ballot in Louisiana on October 7, 1989, as a legislatively referred constitutional amendment. It was defeated. It proposed to give a greater portion of the severance tax to parishes where lignite coal is mined.[1][2]
