The Louisiana New Orleans City Park Employee Amendment, also known as Amendment 23, was on the ballot in Louisiana on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. It proposed that an employee of city park be placed in the classified civil services of New Orleans.[1]
