The Louisiana New Orleans Roadway Assessment Amendment, also known as Amendment 23, was on the ballot in Louisiana on November 7, 1972, as a legislatively referred constitutional amendment. It was defeated. It proposed that New Orleans could place an assessment on properties located in the city in relation to paving or re-paving the roadway that the property abutts.[1]
