The Louisiana Notification for Local Bills Amendment, also known as Amendment 8, was on the ballot in Louisiana on October 19, 1991, as a legislatively referred constitutional amendment. It was defeated. It proposed that local and special bills would not have to be advertised prior to introduction if they were prefiled at least 15 days prior to the regular session or filed within the first five days of a special session.[1][2]
