The Louisiana Public Funds for Infrastructure Projects Act, Ballot Measure 7 was on the ballot in Louisiana on October 4, 2003, as a legislatively referred constitutional amendment. It was defeated. It proposed that a state infrastructure bank could issue loans to state and local governments to fund infrastructure projects.[1][2][3]
