The Louisiana Rainy Day Fund and Uses of Nonrecurring Money, Amendment 5 was on the ballot in Louisiana on October 3, 1998, as a legislatively referred constitutional amendment. It was approved. The amendment required 25 percent of annual non-recurring income not exceeding 4 percent of state revenues of the previous fiscal year to be directed to the state's "rainy day" fund.[1]
