Louisiana Reduce State Debt Amendment (October 1991)

The Louisiana Reduce State Debt Amendment, also known as Amendment 5, was on the ballot in Louisiana on October 19, 1991, as a legislatively referred constitutional amendment. It was approved. It proposed that state debt should be reduced by using all revenue in excess of $5 million received from underpaid mineral settlements.[1][2]
