The Louisiana Sewage and Water Board Amendment, also known as Amendment 21, was on the ballot in Louisiana on November 7, 1972, as a legislatively referred constitutional amendment. It was defeated. It proposed that the City of New Orleans have the authority to levy taxes to support the operations of the sewage and water board.[1]
