The Louisiana Sewage and Water Board Amendment Three, also known as Amendment 17, was on the ballot in Louisiana on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. It proposed constitutional modifications to allow the City of New Orleans to levy a property tax of six mills. This tax would be used by the sewage and water board to support operations and construct a drainage extension.[1]
