The Louisiana Sewage and Water Board Amendment Two, also known as Amendment 16, was on the ballot in Louisiana on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. It proposed to amend Section 23.28 of Article XIV of the Constitution of Louisiana to authorize the sewage and water board of New Orleans to set sewerage service charges and to provide for the use of resulting revenues.[1]
