The Louisiana Sewage and Water Board Bond Amendment Five, also known as Amendment 20, was on the ballot in Louisiana on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. It proposed to add a new section to Article XIV of the constitution to permit the sewage and water board of New Orleans to place liens on property. These liens would be used to improve drainage in the city of New Orleans and to secure debt incurred through issuing certificates.[1]
