The Louisiana Sewage and Water Board Bond Amendment Four, also known as Amendment 19, was on the ballot in Louisiana on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. It proposed to amend Section 23.37 of Article XIV of the Constitution of Louisiana to authorize the sewage and water board of New Orleans to issue bonds under certain restrictions.[1]
