The Louisiana State and Local Streamlined Sales and Use Tax Commission Amendment was not on the ballot in Louisiana as a legislatively referred constitutional amendment on November 8, 2022.[1]

The amendment would have created the State and Local Streamlined Sales and Use Tax Commission tasked to provide streamlined electronic filing and remittance of all sales and use taxes.[1]

The state legislature referred an amendment to the 2021 ballot to create the State and Local Streamlined Sales and Use Tax Commission. It was defeated by a vote of 51.83% against and 48.17% in favor. House Speaker Clay Schexnayder (R) said lawmakers would attempt to pass the proposal again during the 2022 regular legislative session for inclusion on the 2022 ballot or if they need to wait until the 2023 session because the Louisiana Constitution limits legislation and constitutional amendments in odd-numbered years to matters concerning the state's budget, government finance, and taxation. Schexnayder said, "It’s something that I believe helps our state, helps us move forward, so we’re going to keep pushing it. We’re not going to give up on it. We just have to find a path."[2]

In Louisiana, a two-thirds vote is needed in each chamber of the Louisiana State Legislature to refer a legislatively referred constitutional amendment to the ballot for voter consideration.

This amendment was introduced as House Bill 681 on March 4, 2022. On April 27, 2022, the state House passed HB 681 in a vote of 96-0 with nine members absent. The measure was not passed before the legislature adjourned the 2022 legislative session on June 6, 2022.[1]
