The Louisiana Surplus Funds Investment Amendment, also known as Amendment 12, was on the ballot in Louisiana on November 3, 1970, as a legislatively referred constitutional amendment. It was defeated. It set forth the regulations regarding investing surplus funds in the construction and extension fund.[1]
