The Louisiana Tax Incentive for Improvements Amendment, also known as Amendment 12, was on the ballot in Louisiana on October 7, 1989, as a legislatively referred constitutional amendment. It was defeated. It proposed an additional five-year extension to the property tax assessment freeze for improved properties in downtown, historic or economic development areas.[1][2]
