The Louisiana Windfall Revenue Amendment, also known as Amendment 3, was on the ballot in Louisiana on October 22, 1983, as a legislatively referred constitutional amendment. It was approved. This measure proposed that revenue resulting from oil and gas price deregulation be placed in the Louisiana Investment Fund for Enhancement.[1][2]
