Louisiana bill to cap scholarship program fails to pass committee

BATON ROUGE, Louisiana: A bill put forward by Representative Dan Morrish (R) which would cap funding to the college scholarship program failed in the Senate Education Committee on Thursday. Senate Bill 83 would allow universities to come to the Legislature every two years seeking to raise the cap. Morrish told the Education Committee that his plan was "fair, generous, and liberal" in that it allowed payments of 10 percent more than recipient's university costs to provide an education. Morrish said he aimed to put a harness on the costs of the program which rise each year. When the program began in the 1990s, the state cost was $32 million; now it’s $200 million.[1]
