Louisiana faced a budget deficit of $1.6 billion, approximately 20% of the current year's budget, according to the Joint Legislative Committee on the Budget estimate in August 2010.[1] The state's $26 billion FY2011 state budget for the fiscal year starting July 1, 2010, was passed by the Louisiana legislature on the last day of the legislative session.[2][3]

Going into the fiscal year Louisiana had a total state debt of $36,512,950,038 when calculated by adding the total of outstanding debt, pension and OPEB UAAL’s, unemployment trust funds and the 2010 budget gap as of July 2010.[4]

Fiscal Year 2011 State Budget

The state's FY2011 budget totaled $25.5 billion.[6] The budget can be found online, along with the FY2011 CAFR.[7][8]

The state's FY2011 state budget for the fiscal year starting July 1, 2010, was passed by the Louisiana legislature on the last day of the legislative session.[2][9]The House voted 66-34 to approve House Bill 1, the budget bill, on June 20, 2010, and sent it to the governor.[10][11]

Approaching the end of the fiscal year, the state faced a $319 million deficit in its FY2010 budget.[12]

The State Senate voted unanimously in favor of Senate Concurrent Resolution 42, authorizing the use $198 million from the state's rainy-day fund to address a mid-year budget deficit.[13] Senate President Joel Chaisson II authored the resolution.[14] The Resolution allowed removing $172 million from the rainy-day fund.[14][15]The House agreed to taking $86 million from the fund, leaving $198 million in the fund that may be used before July 1, 2010.[13]

The Louisiana state budget was prepared every year by October 1st and included a detailed financial plan for the fiscal year. Prior to the adoption of the budget, a series of public hearings were held in both the House of Appropriations Committee and the Senate Finance Committee. A majority vote was required to pass the state budget. The Louisiana fiscal year begins in July.[16]

Pursuant to law (Louisiana Revised Statute 39:56), the Division of Administration, Office of Planning and Budget prepares the official state budget.[17]

Accounting principles

The state auditing authority was the Office of the Legislative Auditor, created in 1973. The legislature also created a legislative oversight committee for the auditor. The Legislative Audit Advisory Council serves as an audit resolution council and provides general oversight for operations of the legislative auditor. Steve J. Theriot had been Legislative Auditor since 2004. Louisiana's audit reports were published online.[19][20][21]
