Biography
Lucy Libosha was born in Manhattan. Libosha graduated from Fayetteville State University in 1995 and the University of Illinois in 2002. She served in the U.S. Army from 1985 to 1989. Libosha's career experience includes working as a math educator and realtor.[1]

|I teach bike safety courses (League Cycling Instructor, LCI) through Pima County. I love reading, family, friends and my pet border collie/lab mix Pepper. My adult children are amazing human beings! Family and friendships are near and dear to my heart. I am a life-long learner!!
I grew up poor. I consider my background as an asset in being able to represent our community as a councilmember. There are too many ignored 'poor' communities within Ward 3 (and beyond) and my experiences allow me the ability to see the deficits. My understanding that poverty is systemic as opposed to 'deserving' or 'bad luck' and will drive me to institute authentic prescriptive programs and policies to move Tucson forward.
George Washington once said, "friendship is a plant of slow growth and must undergo and withstand the shocks of adversity before it is entitled to the appellation." I have spent many years in Tucson (outside of teaching) volunteering and advocating as an integral part of my community. In Tucson, I served on Complete Streets Coordinating Committee, BICAS board, and several campaigns. My friendship with Tucson runs deep.
Tucson cannot stand without a stronger foundation. My Tucson vision: #InvestConnectUplift- Address Basic Human Needs for Tucsonans (tackle poverty through food and housing insecurity, increase participation Tucson-wide): 1. increase access to unhoused, mental and substance abuse programs. 2.create affordable housing programs (through community land trusts, inclusionary zoning and other machinations). 3.create opportunities for the formerly incarcerated through programs (jobs/trade, education, housing).
- Regarding public transportation (access, expansion, and safety): 1.improve route frequency and access. 2.expand streetcar through Ward 3, as well as improve Loop access (east and west). 3.safety via all modes of transportation (walking, running, biking, wheelchair accessible (multimodal)
- Address climate change in a substantive way (sacrifice, educate, environmental equity). 1.active role(s) to reduce greenhouse emissions to zero. 2.consider other energy options for consumers (clean electricity vs. TEP). 3.create green jobs, green neighborhoods. Educate communities (urban gardens, greenspace throughout)

Stacey Abrams - ability to take a loss for Georgia governor and transform energy into power, action, and mobility.
Soni Martin - my college professor, white woman, taught about positive contributions of Africans in the artworld.
