Biography
Luis Echegaray was born in Brooklyn, New York, New York. He served in the U.S. Army from 1990 to 1993. Echegaray earned an associate degree from East Los Angeles College in 1997, a bachelor's degree from California State University, Fullerton, in 1999, and a graduate degree from Azusa Pacific University in 2003. His career experience includes working as a director of sales in the wireless and consumer electronics industry and as an educator. Echegaray has been affiliated with the League of United Latin American Citizens (LULAC), El Amistad, the National Alliance on Mental Illness (NAMI), the Texas Democratic Veterans Caucus, the Williamson County Democratic Party, Round Rock Democrats, and Central Texas Democratic Veterans.[1]

|My partner Lisa of 20 years and I, have two teen daughters in the Round Rock ISD who are on the high school dance team. My parents immigrated legally to the United States from Ecuador in the 1960’s; my father was an independent business owner for over four decades demonstrating to me and my two brothers that the American dream was possible with grit and tenacity.
- Mental Health Care: Our legislature must address funding and availability of Mental Health care in TX. We especially need to provide care for our children, for those in rural areas, and for our low income residents. I will actively work to enact legislation to address these needs in HD-52 and throughout TX.
- Education: We must adequately finance education again, with the State funding 50-60% of the budget. We must recognize our teachers are professionals by paying them accordingly, and stop attacking them through limiting subjects they teach, if we are to retain them. We also must honor our retired teachers for their years of service by appropriately funding their retirement benefits including health care and annual cost of living increases to keep up with present inflation.
- Veterans Services: Identify Veterans in all Texas counties permitting expanded services for homeless Veterans, unemployed Veterans, and tackle Veteran suicides. Adequately fund the TX Veterans Commission so they may meet their mandates and monitor their service provision.
