Luis LaRotta was born in the Northline neighborhood of Houston. His late father is from Colombia and his mother from Honduras. His parents came to the United States to ensure that their children could work hard and pursue the American dream. After violence affected the family, the LaRottas moved to Klein, Texas. Luis LaRotta graduated from Klein Oak High School.

In 2006, LaRotta earned a Bachelor's degree in Nuclear Engineering from the Thomas Edison State University, New Jersey. He is currently enrolled in the Baylor MBA program. LaRotta served in the United States Navy from 1999 to 2005 and earned his B.S. engineering degree while serving. After his Navy service, LaRotta works full time in the energy industry, while also launching businesses as an entrepreneur and mentoring others through nonprofit organizations. He has served as past assistant executive director of the National Algae Association, focused on advanced biofuels. LaRotta also serves as a "Character Does Matter" mentor for the Travis Manion Foundation. He is a community activist serving on the Houston Clean City Commission and the Regional Air Quality Policy Advisory Committee.

He is endorsed by Governor Greg Abbott, Congressman Dan Crenshaw, the Harris County Republican Party, the Texas Republican Party, the "C" Club, and the Texas Latino GOP PAC.
