Luis Toledo was born in Houston, Texas and grew up in western North Carolina. The son of an immigrant, single mother, Toledo holds degrees in Business Administration and Cybersecurity from the University of Texas at San Antonio and a Master in Public Administration from the Maxwell School of Syracuse University.

Toledo served in the U.S. Air Force for four years. He later served as a Presidential Management Fellow at the U.S. State Department where he completed various tours, including assignments in Secretary Clinton's Office to work on Presidential Initiatives such as global hunger, and at the Pentagon as a member of the Joint Staff working on national defense and security issues.

Upon returning to North Carolina , Toledo served Assistant State Auditor of North Carolina and later as a Public Policy Analyst in the Budget & Tax division of the N.C. Justice Center.

If elected, Mr. Toledo would be the state's first Hispanic to serve on the North Carolina Council of State.

  • We need to conduct critical audits in areas that have been overlooked in recent years.
  • I will promote data analytics in government audits for more impactful and efficient audits.
  • It's time to implement transparency of government data to promote accountability and increase evidence-based policy making.
I am passionate about serving the people by promoting accountability in government and protecting taxpayer money. I believe in the essence of the Athenian Oath, which vows to leave society "greater, better, and more beautiful than it was transmitted to us."

Candidate Connection

Luis Toledo participated in Ballotpedia's candidate survey on April 10, 2018. The survey questions appear in bold, and Luis Toledo's responses follow below.[4]

What would be your top three priorities, if elected?

1) Investing Adequately in our Public Education System

2) Increasing Affordable Healthcare & Services for the Elderly
3) Fighting for our Democracy, Good Governance & Accountability[5][6]

What areas of public policy are you personally passionate about? Why?

As the proud parent of children that attend Wake County PUBLIC schools, and as the first in my family to attend school and graduate from college, education is personal to me and will always be my top priority. My vision is for every child across the state to receive a top quality education and for North Carolina’s public school system to be ranked as one of the top five in the country. As a former Assistant State Auditor I believe in good governance, transparency and accountability - as they are the foundation of a strong democracy. As the son of immigrants, and as the only Hispanic that would be serving in the General Assembly, I stand for inclusion, diversity and the equal treatment of all. As someone that has a technology and cybersecurity background I recognize that District 16 plays a key role in the state due to our tech hub and talented workforce. As a visionary I want to elevate our presence so that we can become a national leader in having the jobs of the future in our district and state. I also believe that in order for North Carolina to be a competitive and healthy state we must expand MEDICAID access for all.Cite error: Invalid <ref> tag; invalid names, e.g. too many[6]

Ballotpedia also asked the candidate a series of optional questions. Luis Toledo answered the following:

What qualities do you possess that you believe would make you a successful officeholder?

I am a public servant at heart.[6]
What was your very first job? How long did you have it?
During high school I held two jobs at the same time - one at an assembly line working 12 hour days during the weekend making IV bags for a medical company; and the second was working at a Kentucky Fried Chicken during the week for 2 years.[6]
What is something that has been a struggle in your life?
As the son of a Hispanic immigrant and raised by a single parent in poverty I have had to play various roles in my family. I am the first to attend our public schools and graduate from college as well.[6]
Do you believe that it's beneficial for state legislators to have previous experience in government or politics?
Yes, absolutely. I have over 10 years of federal and state government experience and I believe this background will allow me to better serve my constituents. I am a former Presidential Management Fellow and a former Assistant State Auditor with a firm understanding of all state agencies and many of their deficiencies which affect the people of our state.[6]
What process do you favor for redistricting?
Independent Redistricting.[6]
Both sitting legislators and candidates for office hear many personal stories from the residents of their district. Is there a story that you've heard that you found particularly touching, memorable, or impactful?
I have encountered former teachers that have told me the only reason they left the profession that they loved was because they were disrespected as teachers by the state legislature. This has touched me because I understand that we are losing talent and our students are paying the price.[6]
