- We need to conduct critical audits in areas that have been overlooked in recent years.
- I will promote data analytics in government audits for more impactful and efficient audits.
- It's time to implement transparency of government data to promote accountability and increase evidence-based policy making.

Luis Toledo participated in Ballotpedia's candidate survey on April 10, 2018. The survey questions appear in bold, and Luis Toledo's responses follow below.[4]
What would be your top three priorities, if elected?
“ | 1) Investing Adequately in our Public Education System 2) Increasing Affordable Healthcare & Services for the Elderly |
” |
What areas of public policy are you personally passionate about? Why?
“ | As the proud parent of children that attend Wake County PUBLIC schools, and as the first in my family to attend school and graduate from college, education is personal to me and will always be my top priority. My vision is for every child across the state to receive a top quality education and for North Carolina‚Äôs public school system to be ranked as one of the top five in the country. As a former Assistant State Auditor I believe in good governance, transparency and accountability - as they are the foundation of a strong democracy. As the son of immigrants, and as the only Hispanic that would be serving in the General Assembly, I stand for inclusion, diversity and the equal treatment of all. As someone that has a technology and cybersecurity background I recognize that District 16 plays a key role in the state due to our tech hub and talented workforce. As a visionary I want to elevate our presence so that we can become a national leader in having the jobs of the future in our district and state. I also believe that in order for North Carolina to be a competitive and healthy state we must expand MEDICAID access for all.Cite error: Invalid <ref> tag; invalid names, e.g. too many[6]

” |
Ballotpedia also asked the candidate a series of optional questions. Luis Toledo answered the following:
What qualities do you possess that you believe would make you a successful officeholder?
“ | I am a public servant at heart.[6] | ” |
“ | During high school I held two jobs at the same time - one at an assembly line working 12 hour days during the weekend making IV bags for a medical company; and the second was working at a Kentucky Fried Chicken during the week for 2 years.[6] | ” |
“ | As the son of a Hispanic immigrant and raised by a single parent in poverty I have had to play various roles in my family. I am the first to attend our public schools and graduate from college as well.[6] | ” |
“ | Yes, absolutely. I have over 10 years of federal and state government experience and I believe this background will allow me to better serve my constituents. I am a former Presidential Management Fellow and a former Assistant State Auditor with a firm understanding of all state agencies and many of their deficiencies which affect the people of our state.[6] | ” |
“ | Independent Redistricting.[6] | ” |
“ | I have encountered former teachers that have told me the only reason they left the profession that they loved was because they were disrespected as teachers by the state legislature. This has touched me because I understand that we are losing talent and our students are paying the price.[6] | ” |
