Luz Elena Chapa was born in Virginia. She earned a high school diploma from the Loretto Academy, a bachelor's degree from St. Mary’s University in 1995, and a law degree from St. Mary’s University in 1999.[1]

I am a 51 year old Texan, originally from El Paso. I have lived in San Antonio for the last 20 years, working and raising my family. For the past 12 years, I have served as a Justice on the Fourth Court of Appeals. But most importantly, I am the mother of three children. It is because of them that I have committed my time and efforts to many organizations dedicated to the health and protection of young people, especially their mental health.
  • I am the most experienced candidate. I have served as an appellate justice for almost 12 years, authoring over 1,400 opinions in both civil and criminal cases. Only three of those opinions have been reversed by a higher court.
  • I am the most qualified candidate. The Fourth Court of Appeals handles a more or less equal mix of criminal and civil cases. I am the only candidate with extensive experience in both criminal and civil appellate law.
  • I am the candidate most committed to upholding the rule of law as it was written, without regard to politics or partisanship. The proof is in my record – I have authored over 1,400 opinions and been a panel member on hundreds more. Only three of those authored opinions have been overturned by a higher court – one of the best current records of any Texas judge. Candidates who make partisan promises or campaign on political issues and how they will rule on them, threaten the independence and integrity of the judiciary and put thousands of cases at risk.
The area of public policy I am most passionate about is the independence of the judiciary. In today’s polarizing political climate, the integrity and independence of the judiciary are often under attack, but my record of upholding the law as it is written without regard to partisan politics, political pressure or threats from politicians is more important than ever. It is that level of integrity and commitment that keeps the courts from becoming a mere third house of the Legislature or an extension of the executive branch. I am committed to continuing the hard work and upholding the standards of excellence that have characterized my twelve years as a Fourth Court Justice.
For members of the judiciary, the principles I value the most are honesty, integrity and a commitment to the law as it was written.
A core responsibilty a judge has is to apply the law as it was written without regard to partisan politics or political considerations.
I strive to be remembered by my leading with the heart of a public servant who walks in humble shoes.
