Biography

Lynn Goya earned a bachelor's degree in English and economics from San Diego State University. Goya's career experience includes working as a professional freelance writer. Her organizational affiliations include the AAUW, Rainbow Girls, Boy Scouts of America, Girl Scouts of America, The Sierra Club, and the Las Vegas Wedding Chamber of Commerce.[1]

What areas of public policy are you personally passionate about?

Government transparency; the Clerk's Office is responsible for the permanent public records for the county boards and commissions. The Clark County Clerk's Office contributes about $2.5 million per year to the state's Domestic Violence Prevention Program through wedding tourism fees. This fund supports Safe Nest, Safe House and the Rape Crisis Center in Clark County. Women and children's issues have been a lifelong commitment. Clark County is the Wedding Capital of the World, yet wedding tourism has declined 40% since 2000. My efforts during my first term have resulted in over $20-million in free publicity and the first national marketing campaign dedicated to weddings. There is still much to be done.

Who do you look up to? Whose example would you like to follow, and why?

I have always greatly admired Eleanor Roosevelt and Audrey Hepburn. They used their positions to go beyond their comfort zones to push for policies and better economic opportunity for the poor and underserved. We must all use what opportunities and position we have to improve our the lives of those around us.

Is there a book, essay, film, or something else you would recommend to someone who wants to understand your political philosophy?

Adam Smith's view of the free market as articulated in The Wealth of Nations.

What characteristics or principles are most important for an elected official?

Integrity, compassion, others over self.

What qualities do you possess that you believe would make you a successful officeholder?

I have successfully run the $3.5-million, 50-person department. I look for ways to streamline services while providing better service. I also have built coalitions to solve problems within areas over which I have influence.

What do you believe are the core responsibilities for someone elected to this office?

Ensure that the department has the resources to provide the services outlined in NRS. Anticipate future needs of the office and our customers so that we can provide the best service. Be able to manage staff and keep up morale in a highly demanding, repetitive environment. Ensure wedding integrity within an annual $2.5-billion industry that depends upon tens of thousands of wedding couples from around the world each year choosing Las Vegas. Oversee officiant licensing and training. Ensure government accuracy and transparency of county board and commission records.

What legacy would you like to leave?

Turn around the nearly 20-year decline in wedding tourism to ensure that Clark County remains the Wedding Capital of the World for the next 70 years, as it has been for the previous 70. That under my leadership Clark County became the most transparent county government in the nation.

What is the first historical event that happened in your lifetime that you remember? How old were you at the time?

I vividly recall John F. Kennedy's assassination when I was in 3rd grade. I went to a consolidated school that housed grades K-12. We were making pudding in science class and the teacher stopped and went out into the central hall courtyard. We all wandered out of the room to find all of the adults crying and meandering aimlessly.

What was your very first job? How long did you have it?

I sold vacuum cleaners door to door. I wasn't good at it and failed to sell any. My first real job was at Hardy's where I worked for two years until I graduated from high school. The manager would leave and go to the bar across the street so I learned to manage staff early.

What is your favorite holiday? Why?

Thanksgiving; my family has birthdays around it so we are all together, including my mother who has passed away.

What is your favorite book? Why?

I have many: The Little Prince, Winnie the Pooh, Peter Pan and Tommy at the Grocery Store are perennial favorites. I have reread many times: The Great Gatsby, Interview with a Vampire, Wuthering Heights, Princess of Mars trilogy, Great Expectations and anything by Raymond Chandler. I love great literature and great literary trash.

If you could be any fictional character, who would you want to be?

Hildy Johnson in His Girl Friday. I would also be Dorothy Shaw, in a heartbeat, so I could sing and dance with Marilyn Monroe in some of her best songs.

What is your favorite thing in your home or apartment? Why?

My father's baby shoes.

What is something that has been a struggle in your life?

Are there any little-known powers or responsibilities held by this office that you believe more people should be aware of?

Our funding for the states' domestic violence prevention programs are not well known.

What kind of skills or expertise do you believe would be the most helpful for the holders of this office to possess?

What qualities does this office possess that makes it a unique and important part of the local government?

We oversee the Wedding Capital of the World. That is pretty special.

Do you believe that it’s beneficial for holders of this office to have previous experience in government or politics?

Yes; although others may have the unique skills that lend to overseeing a 50-staff agency they need to also understand the special role of government administration.

What is your political philosophy?

I believe all elected officials should be concerned with economic vitality within their community. As a department head, I also believe that government should be run efficiently and effectively. During my first term my office I won local and national awards for our efforts to streamline services, increase customer service, cut government costs, increase transparency and improve the work environment for our staff. I also worked with the wedding industry to create a public/private partnership the Las Vegas Wedding Chamber of Commerce. As the office that oversees The Wedding Capital of the World, it is important that we work closely with all stakeholders to promote this critical industry.
