Petitions were filed to recall township clerk Michael Koehs and Board of Trustees member Roger Krzeminski on July 22, 2009, in Macomb Township, Michigan. Neither recall went to a vote.[1]
The petitions were filed because of allegations that the two elected officials forced former township assessor Marcia Smith to resign, and that the two men improperly revised the expiration dates of Planning Commission and Zoning Board member appointments. Another allegation made on the petition was that the Board of Trustees did not support small business.[2]
Township resident Robert Barsotti filed the petitions calling for recall, which could have cost the township between $35,000 to $50,000, according to Koehs. Koehs and Krzeminski were both re-elected in November 2008.
The Macomb County Elections Commission approved the ballot language on August 5, 2009. Residents had 180 days to collect approximately 7,000 signatures in order to force a public vote for recall. According to Barsotti, “A lot of people in the township are upset with what’s going on. I’m hoping we’ll be able to get the 7,000 signatures within the time frame.”[3]
Support
According to the petition language, recall supporters alleged that Koehs and Krzeminksi had violated the township’s “principle of governance” after they voted in favor of a revision to term expiration dates for the Planning Commission and Zoning Board of Appeals; violating the Michigan Whistleblower Protection Act after "forcing the resignation" of the township’s former deputy assessor Marcia Smith; and voting to raise potable water rates for Macomb Township residents.[4]
Opponents
Koehs and Krzeminski said that they did not understand why they were being targeted if other board members also voted on some of the issues mentioned in the petition.[4]
