The Maine Affordable Housing Bond Issue, also known as Question 11, was on the November 7, 1989 ballot in Maine as a legislatively referred bond question, where it was approved.[1] The measure issued $15 million in bonds to enhance affordable housing opportunities. This included $4 million to the municipal revolving loan fund, which was to create a non-lapsing fund which would provide grants and low-interest loans to municipalities for improvements to land, including, but not limited to, necessary public service infrastructure for the development of affordable housing. Another $500,000 was allocated for a non-lapsing fund to provide low-interest loans to municipalities for the acquisition of land for affordable housing. Similarly, $2 million was for a non-lapsing fund to provide grants and loans for the restoration of dwelling units, assistance to shelters for the homeless, removal of structures and the creation of recreational park areas. A non-lapsing fund to provide grants and loans to nonprofit housing corporations for the acquisition of land for affordable housing was allocated $4.5 million. A further $3 million was allocated to preserve low and moderate-income housing, and $1 million to capitalize the Mortgage Insurance Fund. That fund was to develop affordable housing for low and moderate income households. The estimated interest on the bonds at 6.5 percent over 10 years was $5,362,500.[2][3]
