The Maine Controller is a statutory, unclassified, state executive position in the Maine state government.[1] The controller is a Bureau Director within the Department of Administrative and Financial Services.[2] The controller is responsible for statewide accounting and appropriation control, including establishing and monitoring state accounting policies and procedures, reporting all statewide accounting information, and managing transactions for agencies within the executive, legislative, and judicial branches of the state government.[3]
Current officeholder
The current Maine Controller is Douglas Cotnoir (nonpartisan). Cotnoir assumed office in 2012.
Authority
The office of state controller is established by Title 5, Chapter 152 of the Maine Statutes. §1725-A states, "The State Controller is empowered with such authority as necessary to carry out the purposes of this chapter."[4]
Qualifications
§1725-A of Title 5, Part 4, Chapter 152 of the Maine Statutes establishes the qualifications of office: "The State Controller or the State Controller's designee must be knowledgeable of insurance practices and principles and must be qualified by actual experience in the field of risk management to carry out the purposes of this chapter."[4] There are no stated educational or credential requirements.

The state controller is appointed by and serves at the pleasure of the governor.[5]
