In Maine, a two-thirds vote is required in one legislative session of the Maine State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 101 votes in the Maine House of Representatives and 24 votes in the Maine Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
State Rep. Lois Reckitt (R-31) introduced the constitutional amendment as Legislative Document 344 (LD 344) during the 2021-2022 legislative session. On February 16, the Maine House of Representatives voted to engross LD 344.[1] On April 20, 2022, LD 344 failed a final passage in the House. The bill required a two-thirds vote, but received 77 yes votes and 59 no votes (along with 11 absences).[1]
