The Maine Port Facilities Bond Issue Referendum, also known as Amendment No. 3, was on the September 8, 1919 ballot in Maine as a legislatively referred constitutional amendment, where it was approved. The measure provided for a bond issue for the purposes of building and maintaining public wharves and for the establishment of adequate port facilities. This created Sections 18 and amended Section 14 of Article IX of the Maine Constitution.
