The Maine Ranked-Choice Voting for Governor and State Legislators Amendment was not on the ballot in Maine as a legislatively referred constitutional amendment on November 7, 2023.
This amendment would have provided for ranked choice voting to be used for elections for governor, state senator, and state representative. [1]

Path to the ballot
A two-thirds majority (66.67%) vote is required during one legislative session for the Maine State Legislature to place a constitutional amendment on the ballot. That amounts to a minimum of 101 votes in the Maine House of Representatives and 24 votes in the Maine State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
The legislation was introduced as Maine Senate Bill 1917 in the 2023-2024 legislative session. On June 20, the Maine State Senate and the Maine House of Representatives voted to engross the amendment. However, the amendment failed to receive the two-thirds vote required in both chambers to appear on the ballot.[2]
