The Maine State's Borrowing Power Referendum, also known as Proposed Constitutional Amendment No. 8, was on the September 10, 1951 ballot in Maine as a legislatively referred constitutional amendment, where it was approved.[1][2] The measure clarified the state's borrowing power. This repealed and replaced Section 14 of Article IX of the Maine Constitution with some exceptions.[3]
