The Maine Student Loan Debt Relief Bond Issue was not on the ballot in Maine as a legislatively referred bond question in June 2018.
The measure would have issued $40 million in bonds to establish the Maine Student Loan Debt Relief Fund. The funds would have been used to pay off the student debt of individuals who agreed to work and reside in Maine for five years. The funds would also have been used to reimburse employers who made payments on behalf of their employees who agreed to work and reside in the state for five years.[1]

Path to the ballot

Section 14 of Article IX of the Maine Constitution requires that state bonds exceeding $2 million be referred to the ballot for voter approval. A two-thirds vote in both chambers of the Maine Legislature is required to put bond issues before voters.
The bond issue was introduced into the Maine State Legislature as Legislative Document 1163 in 2017. On August 2, 2017, the Maine House of Representatives selected to carry the bill over to the 2018 legislative session. The bill was not approved during the 2018 legislative session.[3]
