“ | WITHOUT ANY INCREASE IN TAXES OR THE ISSUANCE OF ANY NEW DEBT, SHALL THE CITY OF MANITOU SPRINGS BE AUTHORIZED TO EXPEND THE FULL AMOUNT OF ALL REVENUES IN THE EL PASO BOULEVARD/BECKERS LANE PARK FUND FOR GENERAL PARKS AND RECREATION PURPOSES THROUGHOUT THE ENTIRE CITY OF MANITOU SPRINGS, RATHER THAN FOR THE LIMITED PURPOSE OF PURCHASE AND IMPROVEMENT OF PROPERTY ON EL PASO BOULEVARD, AS ORIGINALLY APPROVED BY THE VOTERS ON NOVEMBER 4, 1997?[1][2] | ” |
